This paper gives an overview of the main living marine resources of Namibia. It focuses on the scientific research conducted during the past decade as input to the management of these resources. The distribution and habitats of the most important harvested species and the main seabird populations are briefly described and discussed. The life histories of the major exploited species are summarized, with emphasis on spatial and temporal spawning patterns, dispersal of early life stages, migration patterns of recruits and adults, and diet, the latter particularly as it relates to potential competition between species. A number of commercially important species, such as the hake Merluccius capensis and M. paradoxus, deep-sea red crab Chaceon maritae, West Coast rock lobster Jasus lalandii, skipjack tuna Katsuwonus pelamis, southern albacore Thunnus alalunga and to a lesser extent Cape horse mackerel Trachurus capensis, southern African sardine Sardinops sagax and Cape anchovy Engraulis capensis, are distributed across national boundaries, requiring regional cooperation in research and management. The history and current status of the major fisheries is discussed. Over the past 30–40 years total annual catches have declined from a peak of around 2 million tons in the late 1960s to less than a million tons in the 1990s. This decline has been due, mainly, to a collapse in the sardine stock in the late 1960s and 1970s, and a reduction in the catches of hake and horse mackerel under a conservative management strategy in the past decade. Changes in the abundance and distribution of commercially important species, as determined by acoustic and trawl surveys and catch-based analytical methods, are presented. The effect of major environmental anomalies on the distribution and abundance of the resources in recent years is discussed. The most dramatic anomaly in recent years was the wide-scale advection of low-oxygen water into the northern Benguela from the Angola Dome in 1994, and the subsequent Benguela Niño of 1995, which appear to have severely impacted the Namibian sardine population and many other resources. The present socio-economic value of the Namibian fishing industry is given together with the broad policy, legislation and formal structures for managing the living marine resources.  相似文献

The hake resource is the most important commercial fish species in the demersal sector of Namibia's fisheries, both in terms of annual catch and contribution to Gross Domestic Product (GDP). The fishery now spans four decades. In the 1960s and 1970s, hake were exploited heavily by mainly foreign fleets, total catches peaking at more than 800 000 tons in 1972. The first control measures, the use of a minimum mesh size of 110 mm and the allocation of quotas to each member country participating in the hake fishery, were implemented by the International Commission for the Southeast Atlantic Fisheries in 1975. In 1990, the Namibian Government took action to control fishing activities in Namibian waters, and the enactment of its Fisheries Policy (1991) and Sea Fisheries Act of 1992 provided for the control measures to be taken. The conservative management strategy adopted between 1990 and 1993 resulted in gradual increase in hake biomass, but thereafter the stock declined. The hake fishery is currently managed on the basis of a total allowable catch that takes into consideration the rate of increase or decrease in the size of the resource. Since 1990, the demersal trawl fishery has accounted for approximately 90% of the total hake catch. The resource is subjected to both directed fishing and bycatch, the latter taken in directed fisheries for species such as horse mackerel, monkfish and sole.  相似文献

An age-structured population model was used to examine the variability of yield created by randomly fluctuating recruitment success in the South African anchovy Engraulis capensis stock. Three different harvesting strategies were examined: (1) constant age-specific pattern of fishing mortality, (2) constant quota with effort limitation and (3) annual quota adjustments by means of an F msy procedure. Variable recruitment was generated by a stochastic stock-recruit relationship, and mean yields, mean spawner biomasses and probability distributions of yield were calculated at each exploitation level after 150 projections from the population structure of anchovy in 1981. Under conditions of constant fishing mortality, the variability of yield increased continuously as the exploitation rate was increased. The maximum average yield (MAY) is the stochastic equivalent of the maximum sustainable yield (MSY) of deterministic models, but an attempt to sustain this MAY by a constant quota resulted in a very high risk of stock collapse. An Fmsy policy based on pre-season adult biomass resulted in more variable yields than were obtained at the equivalent constant fishing mortality at age. Stability of yield therefore demanded the acceptance of lower average yields than could be attained in the long term by quota adjustment. It was considered that the South African purse-seine industry could not cope with the wide fluctuations of yield necessary to attain MAY. Specific management policies sufficiently robust to withstand both fluctuating recruitment success and the uncertainties in the parameters of working population models would be required.  相似文献

A simulation model is used to investigate possible ecological effects of up- and downwelling on nitrogen flows through a kelp-bed food web off the Cape Peninsula, South Africa. The model depicts the flow of nitrogen, which is often limiting in marine ecosystems, from kelps, other macrophytes and phytoplankton, through filter-feeders to carnivores, with a feedback loop via faeces and bacteria to detritus and filter-feeders. When modelled as a closed system, bacteria associated with detritus and animal faeces form a large component of the particulate nitrogen available to filter-feeders, and the faeces feedback loop dominates nitrogen flow. When measured rates of water transport are incorporated into the model, bacteria have little opportunity to accumulate before being transported out of the system. Animal faeces and kelp detritus are the dominant filter-feeder food components under upwelling conditions, whereas phytoplankton is the major contributor to particulate organic nitrogen under downwelling conditions. When realistic pulses of upwelling/downwelling derived from wind indices are used as model input, filter-feeders are shown to decline during the summer upwelling season when much potential food is advected out of the system, and they increase during the winter when downwelling conditions are more prevalent, bringing in nitrogen-rich phytoplankton from the blooms developing offshore.  相似文献

The major processes involved in the supply and removal of dissolved oxygen in the shelf region between 24 and 28°S are discussed in relation to the development of oxygen-deficient conditions. The area subject to this oxygen deficiency varies both seasonally and geographically. It is suggested that both the shallow distribution of rock lobster in this part of the Benguela Current system and the periodically low catch per unit effort may be related to the onset of oxygen deficiency. Preliminary laboratory findings indicate that avoidance of oxygen-deficient areas by rock lobster might not be caused solely by the lack of oxygen per se, but by the co-existence at low oxygen concentrations of toxic reduced compounds such as hydrogen sulphide.  相似文献

Following the legal recognition of subsistence fishers in 1998 through the promulgation of the Marine Living Resources Act, a Subsistence Fisheries Task Group (SFTG) was appointed by national government to provide recommendations on the management of subsistence fishing in South Africa. To achieve effective management, the SFTG recognized that fishers' needs, perceptions and concerns must be understood and incorporated into future management strategies. As a result, information from fishers was gathered through a five-month research programme that included questionnaire surveys, focus-group meetings, a "roadshow" and a national workshop. Research findings indicated that the fishers' responses centred on four key themes related to (1) the criteria for defining a subsistence fisher, (2) current management practices, (3) resource use and (4) livelihood strategies. Feedback from fishers revealed several issues that have led to uncertainty and dissatisfaction among informal and subsistence fishers. However, these perceptions need to be contextualized within the historical circumstances of fisheries management in South Africa, and it must be recognized that attitudes will only change when management approaches embrace the needs, perceptions and concerns of the users. The information outlined in this paper was instrumental in guiding the formulation of the SFTG recommendations regarding the definition of subsistence fishers and their future management in South Africa.  相似文献

As a contribution to South Africa's move towards an ecosystem approach to fisheries management, this study explores the existence of common perceptions about South Africa's pelagic fishery between resource users and scientists. It represents a collaborative research effort of social and natural scientists. A brief overview is given of the southern Benguela upwelling ecosystem and small pelagic fish resources, the fishery, and management of the fishery. Stakeholder knowledge and views were determined by conducting open-ended qualitative local knowledge interviews. Candidate indicators to address five major issues raised in the interviews were selected: length-at-50% maturity, total mortality, exploitation rate, proportion of bycatch, mean length of catch, and centre of gravity of catches. The indicator approach is shown to be a useful tool to manage the South African small pelagic fishery, and can be made compatible with existing management approaches. The foundation of a good adaptive fisheries management system is a data collection system that enables multi-disciplinary analysis and provides a basis on which decisions can be made.  相似文献

Dramatic changes in the way that spatial data have been collected and processed over that last 20 years is leading to a rethinking and restructuring on the most efficient ways to handle geographical information. These changes are taking place at the federal, state, and local governmental levels with great potential for the private sector as well. The formal adoption of the Spatial Data Transfer Standard (SDTS) as the federal database transfer standard for spatial databases signals a new era in this long chain of developments. It offers more flexible and efficient database transfers than earlier tools, and will become the workhorse for implementing the new National Spatial Data Infrastructure. It offers organizations a standard that will make possible and practical a much wider sharing of databases than is currently being done today. Use of the SDTS presents an opportunity to many organizations to share data more easily and reduce the duplication of expensive spatial database resources.  相似文献

In South Africa, kelp gulls Larus dominicanus first breed when 4 years old. At least 50% of 4-year-olds breed; virtually all older birds breed annually. Most chicks leave natal colonies in the austral autumn and winter, when about 6 months old, and 60% of them may not return until aged 2 or 3 years. One 3-year-old showed signs of defending territory, but birds only attain full adult plumage when aged 4. The plumage of 3-year-olds is similar to that of adults, but the white spots on the outer primaries are less well developed and the secondaries and inner primaries have no white trailing edge. Chicks are dark, whereas birds aged 1 and 2 years gain increasing amounts of pale or white plumage on the face, neck, underparts and tail.  相似文献

On 23 June 2000, the bulk ore carrier MV Treasure sank off western South Africa between Dassen and Robben islands, which individually currently support the largest and 3rd largest colonies of African penguins Spheniscus demersus. Subsequently, more than 19 000 penguins were oiled, almost twice the previous highest number of seabirds oiled during a single event in southern Africa (10 000 penguins after the sinking of the Apollo Sea in June 1994). About 19 000 oiled penguins were collected for cleaning and care and about 150 oiled adults died in the wild. Some 19 500 unoiled penguins were caught at Dassen and Robben islands and relocated to Port Elizabeth, 800 km to the east, to remove them from waters affected by the oil. Of all penguins caught, which amounted to 20% of the total species population, less than 2 000 died within the first month, considerably less than in the Apollo Sea spill. This can be attributed to improved transport of penguins and the rapid arrival at rescue centres of experts able to administer emergency care. However, resources were severely extended and mortality would probably have been considerably higher had large numbers of birds not been removed from the area affected by the oil. Many relocated birds returned to their home islands within a month of being released, but considerable disruption of pair bonds is expected to result from mortality, different periods in captivity and disruption of moult cycles. This is likely to result in decreased breeding success. Recruitment to colonies will also be reduced by substantial loss of chicks and eggs. Although more than 3 000 orphaned chicks were collected for captive rearing, an estimated 4 000 died at the islands before they could be rescued. Up to 20% of bank cormorants Phalacrocorax neglectus at Robben Island, the 3rd largest colony of the species in South Africa, died. There was low success in catching oiled cormorants and in saving those that were caught. Of 53 grown birds of four species of cormorant that were oiled and caught, only 17 survived. Captive rearing of bank cormorant chicks, which it was feared may have been orphaned, proved more successful. Spilt oil had minor impact on gulls, terns and shorebirds in the region.  相似文献
